President Obama to give Congress his $4 trillion spending plan for fiscal 2016

On Monday, President Obama is going to give Congress his spending plan of $4 trillion for fiscal 2016. The plan calls for billions of dollars in much-needed public works projects. Obama is also going to propose a six-year, $478 billion public-works program for highway, bridge and transit upgrades.
